Yes... that would qualify as the definition of Western Washington but a larger part of Western Washington are differently not the same. For example on the rural Peninsula, it is vastly different then the I-5 corridor in both the people who live there and in general their politics and attitude. A lot of Western Washington would align themselves with Eastern Washington values.

A lot of area, but minority of the population. The majority of people in the state live in King, Snohomish and Pierce county .

A substantial number of people outside of the cities in Whatcom, Skagit and even the Seattle metro counties are also conservative, and a decent amount of the people in Eastern Washington are progressive. Overall, the OP as a whole is a toss-up but still historically tends to go blue. Yes, I guess you could give the region it's own identity for generalizations- but the real difference is the same thing we see nationwide: Rural and urban.
