not as irrational as saying "NYC is better everyday in the year''.
plus a few more degrees in the winter is more valuable than in other seasons.
NYC seems to have had quite a few snow storms in the past couple of years, plus the summer is too hot (35-38C often) . I will vote for Paris as well.

Paris, because Europe's winters seem to be getting colder and snowier! If it was Paris v Syracuse or Albany, it would be a different matter, snow is much more reliable in upstate NY as I'm sure everyone knows. As far as the rest of the year goes, Paris wins hands down- none of the prolonged periods of heat and humidity that afflict the Big Apple.
