As a Brit currently living in the Washington, DC area, I will say that I prefer London's mild summers but like the spring/fall/winter in DC. There is more weather variation in DC and the spring blooms are definitely prettier than in London proper. Also, it does not rain as much here.

I respectfully disagree. I will allow that DC may have more precipitation than London but that is likely due to the winters here. In recent times (the last 2 years) we barely had >7 days of notable snowfall in the DC area. Global warming at work, I imagine.
^^ London's summers are quite nice temperature-wise, though London doesn't get nearly as many thunderstorms as DC so it's hard for me to decide. I like that DC has more defined seasons, but winters are far too tame (but still better than London). I find spring and fall too warm in DC as well. I'd rather "t-shirt" season to end around early/mid September.
I guess overall I like DC better for the variety, but still a hard choice.

The difference between the two cities in winter are too small compared to their differences in summer, and London fares way better in summer. So London.

Washington, DC averages around 1,000mm of rain annually with 114 precipitation days while London averages around 600mm of rain with 109 precipitation days. So D.C isn't just wetter but receives more precipitation days than London. Weather and climate change - Met Office

I've experienced NYC, which was nice but certainly not oppressively hot. Norfolk VA was much more humid though, certainly uncomfortable working outside.
