In fact, the average daily temperature has been below normal since February 10, which is an ongoing streak of 19 consecutive days. Snowfall for the month totaled 15.4", which is above normal, but not among the 20 snowiest Februaries on record.

Here's a list of meteorological data for Pittsburgh from December 2014 through February 2015:
lol Gnutella beat me to it. The past three winter months averaged 26.4 *F, lower than the 27.3 *F for winter 2013/14 and enough to finish as 12th coldest. Here are the daily data for February as well as a graphical representation of temps, precip, and snow during met winter. Be aware snow is for the three-month period, NOT since October:

Washington, D.C. (National/KDCA) and Dulles VA/KIAD Feb 2015 and winter 2014/15 summary:
Big story this month was of course the extended cold, with the Potomac, Baltimore Inner Harbor, Chesapeake Bay, and other local waterways filled with ice (but obviously not safe to walk on in most places). As I mentioned earlier, the low temperature anomalies were more extreme than those for highs: the avg low of 21.5F at D.C. was the 9th-coldest (since 1872!), and edging out Feb 1979's result to be the coldest Feb avg low since DCA became the city's official reporting station; the mean of 30.3F was the 15th-coldest for February and the coldest finish for any month since Jan 1994. Dulles couldn't quite compete with Feb 1979, although the 15.0F avg low is still the 2nd-coldest for the month and 5th-coldest for any month (after Jan 1977, Dec 1989, Jan 1970, and Feb 1979); the mean temp of 25.4F was the 2nd-coldest for February and the coldest outcome of any month since Dec 1989; the Arctic outbreak in Jan 1994 wasn't especially more severe at Dulles compared to the rest of the region, but that's typical during cold air advection.

Year-to-date Precip:
D.C.: 5.41"/137 mm, −0.4%
Dulles: 5.02"/128 mm, −7.4%

HDD since 1 July (F):
D.C.: 3124, +16
Dulles: 4001, +411

HDD for the winter months alone (F):
D.C.: 2517, +104
Dulles: 3007, +333

Sunshine for the month (3rd missing both airports):
D.C.: 3 "clear", 7 partly cloudy, and 17 cloudy days
Dulles: 4 "clear", 7 partly cloudy, and 16 cloudy days

Sunshine for the winter:
D.C.: 9 "clear", 41 partly cloudy, and 39 cloudy days
Dulles: 13 "clear", 40 partly cloudy, and 36 cloudy days

Daily records during February:
D.C.:
  • High of 68 °F/20 °C on 8th, tying 1900
  • Low of 5 °F/−15 °C on 20th, old 8 °F/−13 °C in 1896. This is the first record low since April 2007, the first to break a previous record since May 2002, and first winter record low since January 1994

Dulles:
  • Low of 6 °F/−14 °C on 15th, old 7 °F/−14 °C in 1965
  • Low of 6 °F/−14 °C on 16th, old 11 °F/−12 °C in 1987, 1963
  • Low of 6 °F/−14 °C on 19th, old 7 °F/−14 °C in 1979
  • Low of −4 °F/−20 °C on 24th, old 14 °F/−20 °C in 1967 (latest in season, since 1963, it's been that cold, and coldest reading since Feb 1996)
  • Low of 6 °F/−14 °C on 25th, old 9 °F/−13 °C in 1967
  • Cold maximum of 18 °F/−8 °C on 15th, old 22 °F/−6 °C in 1979
  • Cold maximum of 16 °F/−9 °C on 16th, old 22 °F/−6 °C in 2003
  • Cold maximum of 15 °F/−9 °C on 19th, old 28 °F/−2 °C in 1993 (latest in season, since 1963, a high has been that cold)
  • Cold maximum of 19 °F/−7 °C on 20th, old 26 °F/−3 °C in 1972, 1966
  • Cold maximum of 27 °F/−3 °C on 24th, old 28 °F/−2 °C in 1967

February in Malta was colder & wetter than average, one of the wettest on record...

Stats from my personal weather station in St Paul's Bay against averages from Balzan*

Average High: 15.3C (-0.7C)
Average Low: 11.5C (+1.6C)
Overall Mean: 13.4C (+0.4C)*

Highest Max: 20.2C (5th)
Lowest Min: 8.8C (20th)
Lowest Max: 11.9C (9th)
Highest Min: 14.5C (4th)

Rainfall: 91.9mm (145%)
Days of Rainfall: 20
Days of >1.0mm: 15
Days of Thunder: 9
Days of Hail: 6

Sunshine: 153hrs (89%)

*Balzan is inland so has lower minimums than my location on the coast, so this skews the departure from "average"...

Below my stats in Wiki box alongside those from the Malta Met Office station at Luqa for comparison:
