Not merely a tie. If you raise the precision to 0.01F, then this February is the winner 1/28 of a degree. Surprisingly, neither the avg max nor min ( ranked 1st for the month: those titles belong to 1901 (23.2F) and 1875 (4.9F), respectively. And the low of 10 below yesterday was the 2nd-latest it's been that cold, latest being 12 below on 4 Mar 1873.
This is Dec-Feb (winter) period for Grand Forks and Fargo North Dakota. Warm Dec-Jan and cold Feb....very dry with well below normal snowfall.
Average 3 month temperature DJF was 12F degrees in Grand Forks and 15F degrees in Fargo. Both are around 1.5 to 2.5 degrees above average. Snowfall only 12.5 inches in Grand Forks and 12.0 inches in Fargo for DJF.
The average temperature in Pittsburgh in February 2015 was 18.3°F, which is a -12.8°F departure from normal. This makes it the second-coldest February on record, and the fourth-coldest month on record. The only colder months were January 1977 (11.4°F), January 1940 (17.4°F), and February 1979 (18.0°F). Low temperatures were below 10°F on 16 out of 28 days, including seven days with low temperatures below 0°F. The low temperature on February 20 was -10°F, which was the first -10°F reading since January 2009, and also the latest in the winter season that it's ever been so cold.
The average daily temperature in Pittsburgh in February was above normal for only five days, and below normal for the other 23, including 18 days that were at least 10°F below normal, 10 days that were at least 20°F below normal, and four days that were at least 30°F below normal. In fact, the average daily temperature has been below normal since February 10, which is an ongoing streak of 19 consecutive days. Snowfall for the month totaled 15.4", which is above normal, but not among the 20 snowiest Februaries on record.

Big story this month was of course the extended cold, with the Potomac, Baltimore Inner Harbor, Chesapeake Bay, and other local waterways filled with ice (but obviously not safe to walk on in most places). As I mentioned earlier, the low temperature anomalies were more extreme than those for highs: the avg low of 21.5F at D.C. was the 9th-coldest (since 1872!), and edging out Feb 1979's result to be the coldest Feb avg low since DCA became the city's official reporting station; the mean of 30.3F was the 15th-coldest for February and the coldest finish for any month since Jan 1994. Dulles couldn't quite compete with Feb 1979, although the 15.0F avg low is still the 2nd-coldest for the month and 5th-coldest for any month (after Jan 1977, Dec 1989, Jan 1970, and Feb 1979); the mean temp of 25.4F was the 2nd-coldest for February and the coldest outcome of any month since Dec 1989; the Arctic outbreak in Jan 1994 wasn't especially more severe at Dulles compared to the rest of the region, but that's typical during cold air advection.
