Thr answer depends on where you're from and what you're used to.

If you're from Singapore, Dubai or Iraq, then the winters in Australia will be cold. I had a few friends originally from Malaysia who wore sweaters and scarves in like 14C weather and complained about how cold it is in Sydney.

Conversely if you're from Baghdad you might say places like Canada or Russia has no real summer. 30+C for cold climate people is hot, but for places in the Middle East for eg that's autumn temps, summers are 40+C daily and for Mecca or Baghdad, breaking into 50+C

So it's all relative.

I think for Winterless the coldest month needs to have a mean temperature above 10C and be frost free.

It is all relative, for this part of the world( Australasia) Canberra Winters are cold Winters.

Canberra's winters are only moderately cold by NSW standards - slightly below the statewide mode. Many places have colder winters, especially in terms of maximum temperatures where a large chunk of western NSW either equals or beats out Canberra.

Arguably, places like Albury would feel colder than Canberra due to spending less time near the max temp: Canberra tends to warm up very quickly through the morning, and remain warm well into the afternoon; whereas Albury warms up slower, and tends to drop in the high afternoon due to greater cloud cover.
