Only cloud cover above 80% is gloomy. 75% is mostly cloudy but 5 hours of sun a day is sunny.

Reykjavík has a low sunshine percentage in summer, even though the amount of hours is higher than in some oceanic low-latitude areas. I think Randomguy does underestimate how much daylight there is though, so the percentage is not as high as in those.

Still, among all these gloomy climates (below 1,900 hours annually), here are July sunshine hours:

As you see here, only the Northern British/North Atlantic/Northern Japan climates have fewer July sunshine hours than Reykjavík among those listed here. That is mainly because Britain is abnormally cloudy, rather than anything else. Since he is British, I think he might have a different idea of what constitutes a "sunny summer" than people who come from elsewhere might have. It's not the end of the world For its geographical position, Reykjavík is "less cloudy" than expected, but the summers are definitely not sunny even by "gloomy climate" standards and aided by the abundance of daylight. I think that's the most objective summation of all that.
