Futhermore, how much does rent usually cost for a decent 3 bedroom neighboorhood with education,healthcare access in Bismark or surrounding areas?

In Bismarck, there is a fast-growing Catholic University: the University of Mary. Has some rather good business and MBA programs, but not sure about the art side.

The University of North Dakota in Grand Forks has the most comprehensive art offering. It's ceramic program is highly rated.

Grand Forks is a bit smaller than Bismarck, but the university there is the dominant part of the economy. Its economy is also rather strong, with a lot of Canadian traffic from Winnipeg (for tax-free shopping).

Finding a rental place in Bismarck isn't easy right now. Likely looking at $1500 or more. A lot of oil workers find a place in Bismarck for their families and then live in company provided housing while working away for a couple weeks at a time.

With single people, I recommend them to just come as a job can be found. With someone in your situation - children/ educational and medical needs - it's more difficult. Apply for jobs ( Job Service North Dakota ) and see if any offers / interest fit your needs / desires.

Actually think Grand Forks or maybe even Jamestown might be better fits at this time.

Thanks for the link. How's the market for buying a house? Does that expense cover only rent usually or does it cover rent and utilities ?

Really? Where would you recommend in grand forks? what part? any cities that neighbor such? I havent really looked into research with grand forks. I would consider such, as I do have limited windows of opportunity,given my situation. Thank you for all your feedback , this really helps me make an informed decision. Im assuming youre from ND?

If you want to seriously pursue an art education (Masters of Fine Art), UND and Grand Forks is probably the place to look. The state Med School is located there, so there are specialists. Rent in Grand Forks would probably be $300 less per month for a three bedroom than Bismarck. There are plenty of retail / restaurant job openings there. Its about 70 miles straight north of Fargo.

Jamestown is halfway between Fargo and Bismarck. There is a private college there, but much more limited as far as art opportunities. The town is really going to take off with huge construction projects to begin next year. Should have a lot of job opportunities. Just get a rental contract for an extended time once you have a job. Jamestown is the headquarters for the Anne Carlsen Center, which helps with a variety of childhood medical conditions (may not apply to your child's situation).

I do agree that UND in Grand Forks would be a good choice if you want an art education, but you might want to establish residency for at least a year so you can pay in state tuition. That would give you time to look at all the schools in the state to see what is out there. If you do decide to go to UND, there is a possibility of living in married student housing which could probably be about the best rent you could get.
The hospital in Grand Forks just recently got a D for safety hopefully they are working on correcting that. Healthcare in Fargo has scored much better and I read you don't want to live there. Hillsboro is a small town half way between Grand Forks and Fargo. I know some of families that live there have one spouse working in Grand Forks and one working in Fargo. It might be worth looking into.
