OP if you only came on here to rant about the company holding your check for a silly reason, then most of us will agree with you.
But if you just want your money regardless of the reason, have someone go to your home, and return the t-shirts to your job. Once they get it, your money will be released. Move along now. You sound a little cuckoo focusing on "why" they did it.
YOU quit your job without returning their property. YOU get no paycheck until they get their property back. Simple. Now worry about your deceased husband's affairs and stop arguing with every post on here that gives you good advice.
I want employees like you, do you need a job? Seriously, employees who do not care if we as a company follow labor laws are ideal.
Let me get this right. Even though THE POST OFFICE WILL COME TO YOUR DOOR AND PICK UP THE SHIRTS, you are still using the 300 miles as an excuse.
I think the issue is that the shirts are not with her, but at her permanent residence which is some distance away. That's a lot of driving to return two shirts.
All of this could have been avoided had the OP just returned the shirts on her way out of town or whatever.
Still, the quickest way to get paid is to either return the shirts, or call the HR director and calmly explain that deducting the shirt value from the final pay check is acceptable.
I worked a job for only six weeks then my husband passed and for reasons I decided to leave my job. I was given to T shirts to wear to work, but, the job won't mail my last paycheck for me until I return my t shirts. I'm happy to return the t shirts, but, I'm 300 miles away handling some of my husbands final affairs and I could use my final check. I find this odd that two lousy T shirts and they won't mail me my last $300 check! Is this seem normal? I guess I shouldn't be surprised since we didn't even have warm water and had to buy our own toilet paper...
Contact the DOL Monday where they are located. This is 100% illegal.
Many people would not return the shirts after receiving the check. I don't blame the company. They don't know you well enough to know if you are reliable or not.

I actually did that and the manager agreed to mail the check, but, no check came so I called then they told me I needed to return the shirts AFTER I was 300 miles away.
Just like people feel it's crazy to not send the t-shirts back.
While your state laws may be on your side, going through the Department of Labor will not result in you getting your $300 anytime soon. It will be weeks, if not months (once a case is opened) till you get your cash because once you complain you are on the warpath with the company and they will delay the pay for as long as they possibly can while the dispute is being sorted out with the DoL.
They will than be charged interest and penalties on top of the $300. They will not repeat this mistake if they have any brains at all.
