Actually, it's 'everybody lies.' And it's true. I've never met a human (myself included) that hasn't lied.
One of the reasons why I trust no one... and with that... mail the damned shirts back and get your paycheck. You're obviously not in a state that requires immediate final paycheck delivery within a certain amount of time, so just do as they ask, and they'll send you the check. I don't even understand why this deserves a thread.

Look....your question has been asked and answered, and suggestions given. Continuing to complain about how it's "unfair" is not going to change things.
To recap, here are your options:
Call HR and ask for the cost of the shirts to be deducted from your paycheck. They might agree, they might not.
Get a friend in town to take the t-shirts to the company, or mail them.
Wait until you get home and do it yourself.
Whether it's illegal or not is irrelevant; complaining to the DoL is not going to get you your money any faster. In fact, it will slow the process down. Get your money, THEN file a complaint.
Is $300.00 dollars really going to make that much difference to you right now? Are you short $300.00 and this T-shirt money is the make or break money in your life?
Every job I've ever had who provided me some sort of uniform, keys, IDs, etc required that they were turned prior to your final paycheck is given to you. After a certain amount of time, they will issue a new check with the cost of those items deduction. And no what you call a $10 t-shirt is what they value you the shirt at. One place said each key was worth $150 dollars.
Just like people feel it's crazy to not send the t-shirts back.
While your state laws may be on your side, going through the Department of Labor will not result in you getting your $300 anytime soon. It will be weeks, if not months (once a case is opened) till you get your cash because once you complain you are on the warpath with the company and they will delay the pay for as long as they possibly can while the dispute is being sorted out with the DoL.
Honestly, it's not worth the trouble! Why drag this out for months or years? Just have someone send the shirts and be done with it. It's not the company's fault their property wasn't returned to them. I know the OP's dealing with a death, but it's not the employers' fault or problem.
While the employer has the right to expect the shirts back, the DOL does not allow holding up last paychecks over such frivilous issues.
