Yes. If you'd just clenched your fists at your side, I'd say that isn't clearly a threat. Raising your hand in a fist, however, is pretty clearly a threatening gesture.
I can't imagine getting into a yelling argument with a coworker in front of my supervisor, much less raising a fist! The fact that is was over something trivial and not life- or career-changing is even more bizarre.

I say it is threatening...you have to be careful and strive to check your emotions at the door. Your employees and employers will use anything against you if they have motive to dislike you.

Sorry Rick. As a manager in an office setting I wouldn't even tolerate the raised voices, but if one of my direct reports did what you described I would be having a conversation with HR about "disciplinary action up to and including termination." The first sentence in your quoted post above says it all.
If you do manage to keep your job, I think you may want to seriously consider the advice about using your EAP, if you have one, to help prevent this from happening again.
