If they're East Asian,I could usually take some good guesses. It's not difficult to tell the difference between a group of Japanese and Korean, and Chinese and Taiwanese as well.
My assumptions are not always accurate, but it could be fun.

But individuals are harder to identify, imo.

Living in Vancouver, which has a large Chinese population, I can tell you no. There are loud and cocky Chinese though, but they know where the washrooms are.
All in all, the Chinese I know in Vancouver who have recently immigrated are fine. I know this is "anecdotal " but there are a couple of older Chinese people in my building. They are all smiles and nodding their heads to say hello, since their english is poor.
Some younger rich ones, who's parents have dropped them here to go to school, while the parents live in Hong Kong or wherever, are cocky and spoiled….think Bieber LOL.

Some of their fellow students complain they don't mix in enough.
They drive around in very, very expensive cars and get a lot of speeding tickets.

Some of it is jealousy that a 18 year old kid can have a 2 million dollar condo, with a $80,000 car, the BEST clothing and never had to work for it.

Japanese Tourists- From what I have seen, have the best Graphic t-shirts (often in English or Japanese), Were the most likely to wear whatever tourist paraphernalia from that location, ie Mickey Mouse Ears in Disneyland, Paris shirt in Paris and take way too much pictures.
(Usually White Americans but can apply to other groups)Americans- Usually bigger than their European counterparts, have a tan, have or wear button up floral shirts. Have nice shades, rock flip flops, i.e my dad, he's been in the U.S.A since 1999.

Do you find yourself talking to a knee? It's probably a German or a British studying here.
Seriously Europe, what do you feed your youth? We don't need satellites taking pictures of far away planets, just give a camera to a German baby and wait, they'll grow tall enough to reach Jupiter.

There are a lot of Chinese people where I live and they're not cocky at all. If they're your neighbors or you patronize their business they're very nice and friendly. It's true though that most of the Chinese here are lower income: small shop owners and employees, etc. I imagine in places like Vancouver where there are a lot of rich Chinese or in places where rich Chonese go on vacation they will be more arrogant, like the rich in general.
