But to your question… even according to Heritage's "criteria", do you really think the U.S. has less property rights now than Hong Kong (now a part of China)?! Or even compared to Canadian, New Zealand and Irish Property Laws, all rooted in the British Monarchy? Many countries, of which mine is one, are chagrined to read reports such as this because it translates directly a resultant lack to investor confidence and business start-ups and if your economy suffers as a result and you're a large trading partner, oooopsy, we all take a hit.
