No. Japan does not have very bad race relations. Because there is little racism violence in Japan.
Japanese may dislike a non-Japanese, but they usually don't use violence.

Race violence is serious in some other countries, you can easily name a few.

Worst race relations is the United States easily.
Sure people pretend everything's gravy, but there is
a visible ceiling in terms of how much you can
achieve if your not white and not with the in crowd.

The environment is very cut throat and segregated
outside major cities. In every other place blacks
live on one side, whites the other, ect. It's like 1945
still in those places.

In the United States, most inter-group bigotry and ethnic conflict has been between people of different races, so I've even heard racism used by Americans to describe inter-ethnic conflict not rooted in a racist worldview, like "the Serbs were racist against the Bosnians". As such, I think this question can be interpreted in three different ways.

1. Where in the world are people the least tolerant of racial difference?

I've seen some surveys, and it seems that this tends to be places that are not racially diverse already. People in these place don't make the news because there's no one around to discriminate against racially for the most part. I saw one survey where they asked people to pick kinds of people they would not want as neighbours, and the countries that picked "people of a different race" the most were Jordan and India. The questions may be switched up with different results, but I think the trend holds some truth to it.

2. Where in the world does xenophobia, intolerance of other ethnic groups, lead to the most hate and strife?

This suddenly opens up alot of conflict, as most intergroup conflict isn't necessarily focusing on race. I'd say it's Israel/Palestine right now, but in the early 90's you could have said Rwanda or Yugoslavia.

3. Where in the world does xenophobia caused primarily by racial intolerance cause the most hate sand strife?

I think you'd be right in saying Latin America. The Dominican Republic may be stripping a bunch of Dominicans of Haitian descent of their citizenship, leaving them stateless, very soon. Many claim that this is partially motivated by racism against blacks, that they justify this in part to themselves because despite being born in DR, their visibly pure African descent marks them apart and suggests their origins. So perhaps DR is a candidate right now for this category.

That is because they keep them OUT! That is why they do not have bad race relations. They got rid of the cancer before it started. Now let that number rise and bet you the people of Japan will not be sitting back watching their culture degenerate and their income drained.

I politely disagree. Other countries are far worse than the United States. In Brazil there are commercials advertisements for aspiring models, at the bottom it asks that "dark skinned" people not apply for these positions.

This is on MAINSTREAM television in Brazil. That would not fly in the United States.

Or how about South Africa, a country that is 80% black that only recently elected a black president? The United states is 13% black and just elected a black president. We are a lot further along than some countries.

No, Japan is shooting themselves in the foot by not allowing immigration.
Is zero population growth such a bad thing?

Honestly you can make a case that Japan is already overpopulated, and if you have to import a large percentage of your food I don't see how that is a good thing over the long run.

It's not zero population growth. It's population decline.

By the Japanese government's own estimates, the population in Japan in a half century will have plunged by a third to around 87 million. In itself, that's not an awful thing (Unless you own real estate). However, nearly half of that 87 million will be over the age of 65. That means huge chunks of the national GDP will be devoted to caring for a segment of the population that are net economic consumers of healthcare, pensions, you name it. The working age population will be a fraction of what it is today.

In some ways, Japan's economy is the bellwether of China's. China is going through precisely the same real estate bubble that Japan went through in the late 80s and early 90s. And China's demographics are going to echo Japan's, with only a few years' difference.

Back to the subject at hand. So I think Japan is actually going to have to import workers to keep its economy functional.

In Guyana the race relations of Guyanese of East Indian decent is very bad with Guyanese of Afro decent.

You can even see this in the Guyanese community here in New York. Just because you're a black Guyanese person doesn't mean you're going to get open arms on indo-guyaneses Liberty Avenue.

It's interesting because in all the other Caribbean islands Caribbean folks of East Indian background get along fine with the Afro descendents.
