Both phrases refer to small people. DH provides me with interesting old fashioned phrases every so often.

South London slang in the 70s-80s, “rub of soap” referred to not a lot, as in something that didn’t cost much, “it didn’t come to a rub of soap”, or something that was worthless, “it ain’t worth a rub of soap.”
