When people who are educated and know it's not correct use that verbiage, we're already there.
I happen to agree with the headhunter's comment, below:

Not if you use the right tone of voice. It's either that or This is he/she. I called to make an appointment and the secy responded with Who is this? Not exactly proper business protocol.

It's not even proper protocol in regard to personal calls. Many years ago (well before the era of junk phone calls), I knew a guy who still lived with his family, and whenever I phoned him, if his sister answered the phone, her "greeting" was always an aggresiveshouting of the following words...
Hello, who's this?
After experiencing her "greeting" on several occasions, I informed him that if he couldn't educate his sister regarding proper phone etiquette, I wouldn't be calling him again. Unfortunately, his sister proved to be ineducable.
