Thanks old-cold. After reading it in context, it seems to me that the writer just didn't know what "on the lam" meant (or the proper spelling) and assumed it meant the same thing as "on the dole".
Sounds right to me. A great example of the importance of context.

Aha! It turns out to be a very clever pun, and I like it, but it requires the context to get it. A woman with a baby is "on the lamb", a lamb being a lovable neotenous mammal being solicitously nurtured and oogled. A play on the expression "on the lam", which has an altogether different meaning.
If you read the entire post as provided by old_cold, it's clear that the writer does not have the skills to make a "clever pun".
I, for one, have never heard the phrase "on the lamb" to describe a woman with a baby. I suspect that the writer just did not know what "on the lam(b)" meant and thought it meant the same as "on the dole".

No one else has ever heard such a phrase having that meaning either.
