Facility was operating at a festival. Menu for the event: sno cones, ice cream, and drinks. Discussed the following: * Employee Health Policy - health department to provide a sample written policy. * Handwashing sign and 3-compartment sink sign to be provided by the health department * Eating by employees should occur outside the unit. * Organization of single service spoons. * Glove usage with ready-to-eat foods. No violation noted during this evaluation.

This is a permitted mobile unit from Frederick County that was set up at an event in Clarke County. -Cheese whiz held in small crock pot for nachos at 95° still heating up. -Discussed Sanitizers and solution strengths and test kits -Gloves on site and used -Discussed the mobile permit allows only approved food items to be prepared and if other food items are desired to be prepared then approval must be granted by Frederick County, or a Temporary Vendor Permit may be applied for if serving at a Temporary Event only. Please discuss with Frederick County.
Sanitizing Solutions, Testing Devices (corrected on site) Observation: There is no properly working chlorine bleach test kit provided in the facility for monitoring the concentration of the chemical sanitizing solutions, however there was a Quatenary test kit, which would not work for bleach.
Correction: Obtain a chlorine test kit so that employees can accurately monitor the concentration of the sanitizing solutions and maintain them at a safe and effective level.
Equipment - Food Contact Surfaces, Nonfood Contact Surfaces, and Utensils (corrected on site) Observation: Observed accumulations of encrusted deposits or other soil on the following food contact surfaces: funnel cake large stirring attachment and can opener stored in drawer with clean utensils.
Correction: Clean and sanitize these surfaces for food contact before use.
Handwashing - Using a Handwashing Lavatory (corrected on site) Observation: The handwashing facility is blocked, preventing access by employees for easy handwashing. The handsink was also not turned on, and when operated, there was leak under the counter from the hot water supply line.
Correction: Access to the fully operating handwashing facility identified above is to be available during all hours of operation and remove items preventing its use.
