Most Central American capitals are more dangerous than in South America. Even San Jose, Costa Rica, is probably more dangerous than any South American capital, except maybe Caracas.
Caracas has always been dangerous, even before Chavez, it has nothing to do with current Venezuelan economics or politics. In fact, it might be less dangerous now, with a general reduction in the poverty of the lowest classes.
Don't fall into the trap of just looking at murder rates. Remember, in every city in the world, for locals and visitors alike, thefts and robberies and property crimes occur at several hundred times the rate of homicides. The element of danger is very unlikely to be murder, but the streets can still be very dangerous.

Northern South America and Central America tend to top these lists, with Brazil, Bolivia not far behind. The safest would be like Argentina, Chile, Peru.etc but they're still worse than most American cities.
I would say Chilean cities and cities in Uruguay are mostly on par with American cities, some even ahead than cities like Detroit, Baltimore, etc. Argentina isn't far behind that.
Also I believe Ecuadorian cities for the most part, while worse than the U.S., aren't particularly too bad.
Well up until recently Colombia was the world kidnapping capital. So I'd go for Bogota.
the consensus among bros who spend a lot of tiem in s america is that caracas is the most dangerous major city by far. bogota isn't even close to being the most dangerous major city in colombia itself, much less all of s america

only place ive ever been mugged in the world is san jose. but i dont think its comparable to guatemala city or san salvador in terms of dangerousness.
