I don't have a business. I am early retired with a limited income (<$15,000) and have 2 horses I want to bring with me. Like the OP, I am done with Montana winters that last more than half the year.

I don't care about size of the town, education isn't a concern, quality of population - well, yeah, I care about that. Good medical care would be important. I won't be buying. Renting an apartment is cheapest, I'd imagine. Access to good riding is very important. I'd love to do endurance riding.

Any input?

One more thing comes to mind, many horses here (in N. AZ) need shoes due to the rocky terrain so going barefoot and just paying for trims is not always an option and this adds quite a bit to horse care costs. Some people use boots for the horse when riding but they are pricey too.
