Unless you're coming in a commercial vehicle you are not required to stop at AZ inspection stations. 1000's of people come into the state daily with pets, no one is going to check.

A word to the wise --

Ignore the law at your own peril. To cross into Arizona and most other states with pets, you do need health certificates. I know...I looked into this extensively because when I come it will be with a small parrot. I doubt it happens, but legally any pet without such a certificate can be confiscated.

In Phoenix, Tucson and Scottsdale it is required that all dogs over 3 months of age be licensed. You will need proof of current rabies vaccination before licensing your dog.
Upon entering AZ borders you do not need to stop at the inspection stations. They are for commercial trucks only. You are not breaking the law.
Bring your pet, get it vaccinate and licensed ASAP.

Will you be stopped? Sorry, no idea.

Having driven through the border patrol station on I-8 many times, you will likely be waved through, and they won't even know you have a cat in a carrier on the floor of the back seat.

For a dog large enough to see, having your vet records, including vaccination records, should be sufficient if they bother to check.
