My point being, in this case, you'd be better off relying on your own judgement than police administrators who are after all nothing more than politically appointed bureaucrats.

The so called Wild West idea of the "fast gun" shootouts is a Hollywood myth. A few people that would be labeled "serial killers" today did kill a few people but very few of them were in face to face fast draw competitions. John Wesley Hardin and Billy The Kid are examples.
