Let me ask OP, if the world shouldn't tolerate N Korea's dictatorship, why should it tolerate that in Saudi Arabia, Qatar and Bahrain?
You can't cheery pick what you can or cannot "tolerate" based on if the regime listens to you or not. When it is dictatorship, it is dictatorship.
Because they are not in the same league. For instance you can leave Saudia Arabia, in North Korea you get shot on sight.
In North Korea they have concentration camps similar to Nazi Germany. Not only that, but if one of your family members does something wrong then you are placed in a concentration camp as well.
The reason nothing is done is because people are scared and apathetic. If we let North Korea be to themselves, then they won't cause too much trouble. It is the same reason no one did anything with Nazi Germany before 1939. In fact United States didn't even join when the war break out.

It's about human rights. How the world can stand by and watch a Dictator BLATANTLY oppress the population is beyond me.

No they don't, they are just better at bending the truth. A lot of kids in North Korea do not even attend school and what about old people or kids during the 90s. What about the ones born in concentration camps. Also the number is 99 percent, not a more reasonable number like 95 percent, which makes it really obvious that it is government propaganda.
Not sure if it is true, but according to some sources you are considered literate in North Korea if you can write the presidents name. They are not literate, they just know a few Korean characters.
