It sounds like the scenario where the Aquino administration lost 44 Special Action Force police officers KIA just as he was entering the lame duck phase of being term limited out of office . A police raid caused a Muslim militia to fight

The article has nothing to do with having martial law in an active war zone. I would hope that any leader would be smart enough to impose martial law in an area where their army is engaged in combat.

Mindanao has been an "active war zone" for decades.

Moreover, Duterte probably wants to extend martial law beyond Mindanao. Here are a couple of telling excerpts from an article in today's Philippine Daily Inquirer...

Sounds like it may have been just a lone gunman trying to rob the casino at Resorts World Manila…
