I think you are correct that the bulk of people who visit Atlanta, are from Southern states who are looking for its amenities like malls and certain attractions (the usual urban landmarks: 6 Flags and whatever touristy place they offer downtown, the museum that matters when they have an expo), they do not have at their home state.

I am yet to hear people say they will visit the U.S. for Atlanta. They go to NYC, L.A. (CA, Sonoma is huge), MIA, Seattle or nature landmarks in UT, CO, NV and AZ. Atlanta is a hub for flight transfers.
Actually according to governmemt data Atlanta has more International "market Share" than Seattle,Utah,Denver, AND Arizona.Just behind Philly tied with Houston.Thats VISITATION NOT just passing through the airport.

Just this weekend,the biggest hair care convention in the world is here again in Atlanta.Its so big there was a movie/documentary released starring Chris Rock showcasing it.

With as many international companies like Coke,Georgia Paciffic,Porsche(N.American Headquarters)and even research universities like Georgia Tech and Emory,do you really think there is not much international visitation?

if you go to Stone Mountain this weekend,take a moment and listen at all the different languages you will hear.Do the same at the King Center or the Jimmy Carter Library.Then say its mostly "Southernes from other states.

Atlanta is one of the top international markets just behind Philly.You must live in Forsyth County or somewhere OTP.
To answer your question.YES I have had people say they would love to visit.
