I just saw on the news where Dunwoody, which just became a city not too long ago, now wants to pry its schools out of the hands of DeKalb County. It has been obvious for many years that both DeKalb and Fulton have been overtaxed and served by poor services and schools for decades which is why so many of the cities north of the Perimeter have become cities. And now it looks like the schools are going down the same road. I think a better idea would be just to allow those cities north of the Perimeter to decide if they would like to form a new county and end their relationship with Fulton and DeKalb completely. Perhaps to make sure of diversity, they would have to accept Doraville and Chamblee as part of Milton as a condition. But I could see this as a better move than to keep on incorporating new cities and school districts.

No. The problem is counties having too much power and duplicating services with cities.

The main difference as I see it is that a consolidated Atlanta/Fulton County is a pipe dream only existing on this forum while a new Milton County is an idea that has been brought up in the state legislature. The biggest hurdle to a new Milton County that I know of is the limit to the number of GA counties as mandated in the State Constitution. You would either need to convince an existing county to consolidate with another one or get enough statewide votes for a constitutional amendment (on top of the local votes to form another layer of government). Personally I don't see that happening anytime soon.
