Build TODs on the empty parking lots.

I doubt residents will want that or GDOT will pay for it.

Even after (if ever) the Red Line goes to Windward, there still will be a need for GA400 access to NorthSprings Station.

Its Over 24Hours Not overnight. So the "Night" shift users of Marta, can park, go to work on Marta, return from work next morning and leave and not pay. Since they were not in the lot over 24hours.
