I could see potentially sparse development there.. mainly because of the Samsung plant, but unlikely anyone will be commuting from there to Austin because there is no major freeway to take you there. Leander and Liberty Hill became a thing mainly because of 183a ... without it, the commute would be impractical. I think the foot print of the Austin metro area is actually large enough as is.. The metro area in terms of geographical footprint (not population) from North to South of Austin is actually pretty large - almost as large as the Dallas (without FortWorth) metro area .. Most of the suburbs in Austin are not built out yet either. There are still areas in Leander / Cedar Park / Round Rock / Hutto that have empty land.. ..infact there are still plenty of areas in Austin proper that are not developed. It would be better to infill and improve transportation in those areas into / out of Austin before building further out and just adding more commute times.
