I don't understand the need for GPS tracking devices to do mileage-based taxation, other than big brother wants to know what everybody is up to. Of course, the cops will probably be able to get warrants to access the data from these things when a crime is committed.
Why can't they just take mileage readings during the annual state car inspections and send you a bill based on the difference?
I take that to mean you drive an electrical vehicle and don't believe you should pay highway taxes. Am I wrong?
I'm more than happy to pay tolls and taxes to maintain infrastructure. I just think the premise of the original post is ridiculous.
To paraphrase: "Will gas cars always pay for those freeloading EV cars?"
Of course they won't. Of course the government wil figure out a way to tax EVs. Is there anyone who thinks the government WON'T figure out a way to tax EVs?

Not all states have annual inspections. Here it's only every OTHER year, and then only for cars over 6 years old and under 25 years old. It's not really even an inspection, just a smog test reading the OBDII port. Even that only applies to the more populated counties, many parts of the state have NO smog tests or inspections at all.
No worries. I'm sure our government (both the states and federal) will come up with a way to tax the hell out of them to get their money! They are well experienced in adding extra taxes so an electric car will not be much of a challenge!
So what exactly is your proposal, apart from a gobermint rant?
They would have to come up with something, it could be implemented as part of the annual registration process. Perhaps a self reporting system and randomly select low mileage reports for audit. Severe fines for undereporting.
