It's an 06 Ram with just 138K miles selling for $6000, and yet it' been sitting there for 47 days.
The seats look like crap. They're worn out and ripped. There's rust above the rear tires and bumper. No thanks! And in my area, this truck is overpriced by about $1600 according to this website.
When I think New Jersey, I think of Newark. That is the only part where I have spent substantial time. Other parts I saw were just as urban. There must be rural areas I have not seen.
Whitehouse Station is 15 min from me and it's a nice area, plenty of suburban and rural areas in NJ

A vehicle from a snow area, showing rust already will scare people off, and the price is not below the normal range for the year and mileage. Even at $4,000 I would expect people to be scared. It looks like this dealer specializes in old beaters, and that alone can put off a lot of buyers.

And not just rust, but rust-through. It looks beat to death from day 1 with the pedigree to match. That 4wd goes out it'll cost as much as the whole truck to replace. Pass.
Nothing wrong with a Dodge RAM of that era. 140,000 miles is going to put off a lot of buyers on any make. I for one wouldn't based on mileage alone. Ford? Chevy? Toyota? Gas? Diesel? 140,000 miles? No frikin way. And how does it run? Perhaps the engine needs work and it runs like crap? If it had fewer miles and I went and looked at it and saw that interior, I'd automatically pass as well. I'd assume the rest of the truck wasn't cared for as well. Likewise rust. Why buy a truck with rusting quarter panels when there are plenty around without any rust? Just a few things to automatically turn potential buyers away before even taking a test drive.

That was my impression of New Jersey too, until I drove west from NJ toward Pennsylvania. (not sure which interstate highway it was) It was hilly, heavily forested, and there were often two or three deer carcasses every mile for about 30 or 40 miles. I've never seen so many dead deer along any highway in any state. After crossing into PA there were fewer; perhaps their DOT was more vigilant in clearing them off the roadways and shoulders.
No one wants new Dodges, let alone one that's worn-out.
