I see this as well and to some degree I'm guilty of this. Mind you that I do NOT do this when entering a main road. I stop, look then go plain and simple....
On side streets where I have good visibility in all direction I tend to do a slow 2-3 mph roll. But then again i'm also the guy that drives by parks and schools under 10 mph as I've seen far too many kids chase a ball into the street or magically break away from their parents and run into the street.
