Heat with a hair-dryer to soften the adhesive and peel off, any residue can be removed with 'Goo-Gone', WD-40, or vegetable oil.

If that does not work, or you cannot remove the residue, use a hand sanitizer like Purell to remove the gummy substance. I have used it to remove duct tape, carpet tape, rust under appliance legs, dried latex paint, labels, stickers, tacky rubber and tar and tree sap from my hands. It also removes the grease that builds up on stove vent hoods. It is 73% alcohol. Generic hand sanitizer works too.

A hair dryer actually works because I've tried it before. I took a dealer decal that I hated off the back of my car very easily.

If it's on a chrome bumper, a can of carburetor cleaner will eat up the adhesive and a cheap razor blade style scraper. Or a heat gun of some sorts.

I just used a hair dryer to get some stickers off the plastic bumper. Tease up a corner and hold the dryer close to the peeling part.

All the above have worked for me at one time or another. The best thing I know of for getting rid of adhesive residue is 3M Adhesive Remover - better auto parts stores and any store that carries professional auto body supplies will have it.
