School buses are among the safest vehicles on the road. Add that to the nannying that would be required to make sure all the kids put them on simply isn't worth the time.

I can't remember having ever heard of an accident where kids in a school bus (short of being hit by a train) were killed in a vehicle-to-vehicle accident.

It has happened, unfortunately. In most of those incidents, seatbelts would not have helped much.

The safey record of cars like the Buick Century does not even hold a candle to the safety record of school buses. Regardless, the safety record by itself is not a good reason, but when combined with how impractical it is ensuring kids are buckled in, it holds plenty of water.
