If the mentally or homeless folks have a food issues,
I thought there was a soup kitchen in Bangor and they are qualified for the food pantries and also food stamps.
There are also shelters for bunking down at night..

So if the ones begging what are they begging for?
Are they simply looking for change for smokes and booze?.

There is, we have donated food to them.

For some reason, I've never had anyone approach me and ask for money while open carrying my big repro. Colt Walker revolver...not sure why...neither here nor Maine (and yep I did it once in Bangor getting some stuff before going out to hunt...).

Bad economy. Failing industry. Homeless shelter..poor ethics and we have a drug addiction problem that is soaring due to the economic state.

Yes, there's the Dorothy Day Soup Kitchen, Manna, The Salvation Army, and others.

I guess it depends on the person. Ya know, it's the old "you can lead a horse to water..."

Most of the shelter beds are used on any particular night, but there are ones that don't trust anyone, so they prefer the outdoors. Be it mental issues or self-induced, there are simply those who refuse help and personally, I don't think a lot can be done about that. BDN keeps a count of the number of beds used in the weekend edition.

Usually there are smokers with other substance abuse issues, so I would say that in many cases, yes, that's why they're panhandling. The kid that wanted to bum a cig off my co-worker; however, was driving a vehicle, and appeared to be fairly well-kept, so to me, he doesn't qualify for anything except the "get a job" line. Others that I've seen clearly need to be locked up because they pose a danger to everyone else. Most of the time there is a clear difference between the two IMHO.

That panhandled money also goes to places that most wouldn't think- to buy long-distance phone minutes in order to talk to friends/family; gas money to give anyone with a car so that the person might go visit friends/family; postage stamps; "health and beauty" items such as cough drops, q-tips, feminine products, sunglasses, etc...

So homeless drug addicts started when the economy crashed into a recession?

I am glad then that we do not have a seriously bad economy then

I live in Calais and was asked 3 times in one day for the first time. It's a combination of joblessness, poverty and addiction. The Calais food pantry last year gave out over 5 thousand meals and is experiencing growths in families unable to make ends meet. It will get better. The economy is so far down that it can't get much worse before it gets better.
