Any time a President wished to get rid of Hoover, he'd do a thorough investigation and always came up with enough dirt to make them change their minds.
FDR wanted badly to get rid of him, Hoover did an investigation, found out FDR had a mistress and Eleanor was having Lesbian affairs.
Truman, Eisenhower, Kennedy and LBJ all want to get rid of him, but they were held hostage by Hoover.
