I want to move to california. I currently live in Portland, Or and can no longer handle the crappy weather all year round. I have lived here my whole life and and ready to move. I greatly enjoy surfing and have a passion for the beach. I would like to live somewhere in california that is close to a beach, rent cheap ($1000 and below), and low crime. This probably sounds maybe unrealistic but as far as the crime goes I just want to be able to walk to the beach or a store without getting mugged. Any help would be greatly appreciated.

possibly Oxnard, Ventura, Oceanside, Pismo and Los Osos.

Much will depend on the type of climate you are after (NorCal, SoCal, Central Cal) and other factors like needing to find a job, proximity to other areas of interest. I wouldn't suggest NorCal options like Humboldt County because it is too much like the Oregon coast climate.

Oceanside for sure. I'd also check out Long Beach. You can find places to rent in that range and travel a few minutes to Seal Beach or Sunset Beach to surf

Imperial Beach is one of the last truly affordable beach towns in Southern California. Of course, being right on the border and near the Tijuana river (which Mexico uses to dump raw sewage and garbage in) has it's draw backs. Still, there are few other places in SoCal you can rent a beach front apartment for $900 a month.

You can easily find studio and 1 bedroom apartments in Huntington Beach for under $1000/mo.
