Ok I bit and did some scrolling. Garcetti, a homeless lady, and one compliance officer standing next to Garcetti said there's illegal dumping. That's not irrefutable data carefully accrued and cross checked. Nice try... Dr Drew def does not blame dumping for our trash problem and he lives in LA.

Mighty small bite ... here’s just one example you missed in past links quoting representative Estella Lopez with Business Improvement District, explaining why the problem has been growing:

Lopez said things went from bad to worse with illegal dumping when the city scrapped the old way of hauling out trash well over a year ago. She said under that system, people could bid for the best price for trash service from a range of different trash-hauling companies.

Under the new system, they have to work with a union franchise hauling service designated to pick up trash in their specific area.

Lopez said the cost of trash-hauling service escalated upwards of 400%, leaving some small businesses opting out of using the service.

Business Improvement District officials said between 2017 and 2018, there's been an 11% increase in illegal dumping in the industrial district in downtown L.A.

Poor Crapcetti And the hits keep coming. They only had 7 years to comply. Now it's the Feds fault they're not getting the money of course Oh the poor Angelenos.

LA is raping small business. I don't blame some business's for dumping. I would too if my business was there. But that's one lady talking about downtown. Nice try again

You’re the one trolling the issues that have been proven contradictory to your claims. Over and over and over for you, because it’s a game you enjoy for some reason. Several others, including me, aren’t going to let you control the message by promoting myths.

The trash piles are well described to include tires, refrigerators, produce packing crates ... and on and on ... stuff that homeless people don’t generate. They don‘t have the money or the transportation. At worst they raid existing piles of illegally dumped trash and score whatever is easy and close they can use for whatever temporary purpose.

That “one lady” is a representative of the Business Improvement District”.

A report penned by City Senior livability advisor Mark A. Thomas outlines the issues facing Los Angeles as trash piles up in alleys and neighborhoods.
The report places blame on the community, including residents and businesses, for disposing of waste, and on the city for its failure to enforce anti-dumping laws.
The city spends more than $12 million per year to collect abandoned furniture, e-waste, and other items. But it hasn’t been able to tackle the mounting problem.

These findings were gleaned through interviews with residents, staff at City Hall, business owners, various city agencies, and quality-of-life advocates. Some neighborhood associations have banded together to clean up debris, while other communities have launched complaints against the city, questioning why more hasn’t been done to tackle the mess.

There are no clear numbers as to the volume of debris being dumped. Organized cleanups in South L.A. yielded as much as 100 tons of waste from just one alley. A community non-profit reports that it collects six tons of trash daily in the downtown Fashion District alone.

One problem is that communities, both residential and commercial, have no formal waste collection services. In fact, only 35% of streets are regularly cleaned. One potential solution discussed in the report is to create a task force to formulate and carry out a management plan.
