My son is considering relocating to SC from MA so I did some cursory checking. In order to register his car (presently registered in MA) in SC he will have to pay a county Personal Property Tax on the vehicle (the amount can vary from county to county) which will be for the coming year. He then takes this proof of taxes paid (along with proof of insurance) to the DMV, pays a vehicle registration fee, and receives his SC vehicle registration and plates. He will do it ASAP as automobile insurance is less in SC. He will also have to file for a rebate on his MA automobile insurance.
He had paid MA what they call a Vehicle Excise tax for the year so he will file for a rebate from MA which SC will have nothing to do with.
In SC one must register their vehicle here within 45 days of residency. 90 days on a drivers license.
So basically there are 3 fees on an automobile in SC.
1. Sales tax if purchased in SC and capped at $300.00.
2. Yearly personal property tax to the county. Decreases yearly. I recently paid $122.00 for a 2005 Ford Escape in Lexington County.
3. Yearly vehicle registration to the DMV.
