OP's title is wrong. He never activated a camera, because he didn't have one.
Detectives and other officers regularly wear plain clothes without being "undercover", but we're going down a rabbit hole, here.
I believe the story is that one of the OTHER officers, not the guy who shot Mr. Scott, didn't turn his body cam on until after the shooting started.
