OP is simply quoting the article. The "news" reporter led with the incorrect title, not the OP.

OP's title is wrong. He never activated a camera, because he didn't have one.
Detectives and other officers regularly wear plain clothes without being "undercover", but we're going down a rabbit hole, here.

I believe the story is that one of the OTHER officers, not the guy who shot Mr. Scott, didn't turn his body cam on until after the shooting started.

From the article linked:

...police did not capture key video footage of last week's fatal shooting of Keith Lamont Scott because A responding officer apparently didn't turn on his body camera until after police had already shot the victim...

...CMPD has not identified the officer who was wearing the body cam in Scott’s case....

...Officer Brentley Vinson, who police said fired four shots at Scott, was not wearing a body cam, so his visual perspective was not part of the footage...

Emphasis mine.

In the ongoing investigation, in any related criminal proceeding (grand jury, criminal trial, even civil), or even applying basic common sense analysis, on what well reasoned, justifiable grounds would Mrs. Scott"s 2015 restraining order against Mr. Scott not be relevant, not be considered, etc.? Readily acknowledging Mr. Scott's tragic death and widely disperate perspectives on the sad subject locally and nationally, on the basis of legal analysis or common sense, arguing Mrs. Scott's restraining order is irrelevant appears to be a giant uphill climb on a slippery ice covered precipice.

He was not a detective. "Others" is meaningless.

CMPD has clearly stated that he was working undercover to catch drug dealers.

If you say so.

You saw the part where the article clearly states it was someone else, not Vinson, they were talking about not activating his body cam, yes?
