There are many good private options, if you are looking for a half-day program. The Neighborhood Parents Network (NPN) has really good message boards discussing specific schools, but you have to join and pay the membership fee. IMO it is worth it to get the inside info from parents who have their kids in the schools already.

Location? The whole region includes thousands of options, but if you are moving to be close to work / ease of commute that info will help to suggest WHERE you look...

Of course there are 4 year old bullies. They have to be taught not to be self-centered. The bullying is often not *intended* in the same way that it is for older kids, but it still happens. Four year olds can be very exclusive (more so for girls than for boys, btw). Girls will say others cannot play where boys usually don't care, but boys are not actually cooperative. They still are playing more in parallel play than the girls are.

Note: Teachers have a big effect at this age. We followed Vivian Gussin Paley's You Can't Say You Can't Play philosophy in the preschools I worked in when I was in Evanston (YMCA and Covenant Preschool). Cherry Preschool in Evanston is also very inclusive (my dgd had a short placement there when we were evacuated from Katrina). We actively taught the kids how to share, how to solve problems and how to resolve conflicts peacefully. Thus we did not have a big problem with bullying. In at least one other preschool in Chicago, there were tons of bullying incidents going on and teachers were going nuts trying to put out the fires because the school itself did not have a proactive stance.

I'm sure local churches for whatever religion you are have great programs for children.
