Romans 1 is addressing that nobody will have an excuse for not believing that God exists and because of that should have repented of their evilness.

Paul in other letters speaks says "Do not be deceived" the unbeliever will be condemned \ not inherit the kingdom of God.

Not inherit the kingdom of God temporarily TS, temporarily. YOu can't prove otherwise.
