That's the way it is all around Pittsburgh. So many of our suburbs use a Pittsburgh, PA zip code.

^ but wouldnt it just be easier to use a zip code specific to that city (i just will never understand it) ?

In Chicago Berwyn and Cicero are two suburbs that seems to do that.

Many of Denver's too. I think anyplace with "802" can use either Denver or the name of the burn. That is on the post office.
