I voted for Colorado and Utah. But I can't really compare them to Arizona and New Mexico because to me AZ/NM are similar whereas CO/UT are worlds apart. Worlds.

With AZ and NM you get everything CO and UT have plus more.

They are grouped wrong.

It should be Arizona/Utah and Colorado/New Mexico
