Dallas is the third fashion capital of the US, behind New York and Los Angeles. Dallas also has more upscale shopping and restaurants per capita than any other US city, including New York City.
Concentrate on the "third" I doubt Dallas would even make it to the top ten when it comes to the WORLD of FASHION. Besides New York City is wayy out there. I mean it leaves all other cities behind in the dust when it comes to fashion.
L.A comes next, but then there is a huge drop after L.A

The Top Fashion Cities have been named by the Global Language Monitor. Topping the list for 2007 are New York, Rome, Paris, London, Milan, Tokyo, Los Angeles, Hong Kong, Las Vegas, and Singapore. Breaking into the Top 25 were Berlin (No. 11), Shanghai (No, 14), Moscow (No. 16) and Dubai (No. 24). Other notable rankings included Shanghai at No. 14, Sydney and Melbourne at Nos. 12 and 15 respectively, and the Fashion Quartet of South America: Santiago, Rio de Janeiro, Sao Palo, and Buenos Aires. No. 25 was Krakow making the ranking apparently because of it emerging status as center of neo-Bohemian influence.
I'll rank my top three. The rest are just alphabetical:

Seattle has a lot of international port activity, more than Dallas. Other than 'Dallas', the television show given to the world by Los Angeles-as well as a gift of relevance to Dallas itself, I haven't heard much from Dallas lately. I haven't heard from Houston all that much either. (Houston having more international tonnage coming into it's port and being ranked #1 for it may be so, but that's called crude-black gold-Texas tea. Very worldly commodity, hardly diverse enough to impress anyone as being an indicator of cosmopolitan being. It does weigh alot.) As for the smooth jazz on radio, Los Angeles has the most important (diverse, competitive, influential, progressive) radio market in the nation, and the very format of 'smooth jazz' was born on February 14th, 1987, on 94.7 The Wave, Los Angeles. "New adult contemporary" was what the industry called it in the beginning. The station continued to ask its listeners what they would classify it as, and the people of Southern California felt it sounded like 'smooth jazz'. So, the very name 'smooth jazz', like a lot of other international influences, comes from the people of L. A. And, unlike in Dallas, this station still operates today.
Dallas doesn't have a port, Houston does. And Houston's port has the nation's most foreign tonnage.
by that logic, Detroit with 5 million people in the region (and more people in the city proper than San Fran, Boston, Miami, etc...) would be cosmopolitan.
As the old saying goes, it's not the size of the dog in the fight, it's the size of the fight in the dog.
btw - lest one accuse me of being a hater, I come from metro Detroit. While it has far more culture, wealth, and downright funkiness than anyone would ever credit it for, it is not cosmopolitan.
