I'd personally rank them in this order:

SLC
SD
PDX
Sac
SF
Seattle
Denver
Phoenix
LV
LA

Obviously it depends on where in the city you live, work, shop, and play. Most cities have safe areas and bad areas.

Not if you take into account the whole entire metro area.

Your thread title and op says "City". You didn't specify MSA. . .

MSA is better. You typically live in one city and work in another. And you take advantage of the shopping, entertainment, doctors of the whole area. Not just one city.

Salt Lake City and perhaps Sacramento. However neither of the cities are very interesting. They have boring downtowns and the environment isn't too great.

Almost all of the safe cities are boring, such as San Jose.

Eh, definitely not Seattle. Relatively safe compared to most American cities but San Diego, Salt Lake City and several others on the list feel safer and are actually safer.

MSA is a ridiculous unit to use for a crime measure. It tells you basically nothing.

From my experience it's San Diego or El Paso. San Diego really does feel different than almost any other big US city I've been to. The vast majority of the City has a very safe and peaceful vibe and crime rates are very low. Still a really fun place, so the idea that all safe cities are boring (as someone said earlier) is flat out wrong.
