Most SAFE PEACEFUL City? LA, SF, SEA, PHX, DEN, SD, PDX, SAC, SLC, or LV?

I could easily swap a few of these around, but the number 1 and 10 spots are pretty concrete imo.

Is it that low? I know SD is safe for an American city, but I didn't know its actually comparable to Canadian or Western European cities, or Japanese cities for that matter.
