Curious, as someone of Spanish descent, (and some of that Spanish blood has got to be Basque as well!) but are Basque-Americans classified as Hispanic? They're from Spain but they don't even speak a Latin based language, let alone Spanish.
I find Idaho's Basque population interesting. Its also interesting because most Americans of Spanish ancestry came via a Latin American country, as opposed to directly from Spain, and the Basque are one of those groups that came directly from Spain.
I'm not Basque, but I believe most probably identify as white, but above all they identify as Basque, even over Spanish. Basque is a super unique language, from what I understand it predates pretty much anything else in Europe, they are a very ancient people. They offer classes to learn the language which I understand is hard.
Idaho doesn't have a very large Basque population, only about 7,000 left (although many locals have some Basque in them) but they are pretty influential in the area. Nevada also has a sizable population.
Boise has a pretty cool "Basque Block" and the Mayor of course is Basque, and they have plenty of events for Basque dancing. Every 5 years they have a festival called Jaialdi(next one is 2020, and I plan to be home for it) which brings in 30-50k people from out of the area. It's kinda like a highland games type festival that lasts several days and includes Basque pelota.
In 2015 they even had a friendly between Athletic Bilbao (the Basque club) and Club Tijuana which was pretty cool.
Most of the states at the top like Maine and Vermont are small and not very urban. Plus NY, NJ, Hawaii, Maryland, and Arizona are all near the top of the list in Safety but some of the least white. Most of the states at the bottom of the safety list are poor states. Correlation does not equal causation.
But NJ has some of the most dangerous cities in America, like Camden, Trenton and Newark, which are all overwhelmingly black. The white areas in NJ are safe, yes. They also call NJ one of the most "segregated" states. Are you not seeing the connection yet?

Actually, those cities aren’t “overwhelmingly” Black and all 3 have substantial Hispanic populations. East Orange, Lawnside, Voorhees(CDP), Salem and Roselle have higher Black percentages than those 3 cities.

Salem city is a horrible, dangerous place, too. So is Bridgeton. Those were examples, not an exhaustive list. My point is clear enough to any impartial person.

It is obvious, but those cities still aren’t “overwhelmingly” Black.
I've just about come to the conclusuion the main reason many people want a diverse city is because of all the good ethnic restaraunts that diversity brings to a city.
I've reached the same conclusion, and I call it "decorative diversity." In other words, "Give me lots of yummy food and a nice Technicolor backdrop to my daily life, but otherwise, you stay with your kind and I'll stay with mine."

But even if you add all those cities up you get about 1/3 of NJ black population living there and that is assuming that every black person in those cities lives in the ghetto. 2/3 of NJ's black population doesn't live in Paterson, Irvington, Atlantic City, Trenton, Camden, Newark, Orange, Plainfield, East Orange etc.
I don't see why you included all of the states...should be limited to Top 20 whitest states.
