That's a really hard one. Juneau probably has better weather, but it is still very isolated. The same with Fairbanks, although Fairbanks is closer to Anchorage than Juneau is to Vancouver. I would still pick Juneau
Seattle. San Fran is nice but super expensive and hectic.
El Paso, TX or Annapolis, MD?
Annapolis MD. It feels almost like a European city and is so charming and pretty. Plus it's on the east coast.
