Charleston because I'm biased. But on an objective level, it's got good weather (except for the humidity and occasional threat of hurricanes), excellent cuisine, LOTS to see and do for a metro its size, its affordable, and has a diverse local economy.
Providence is a nice New England city, second only to Boston and it's metro IMO. Nice and compact with an interesting city scape and a diverse population, and gay friendly(too bad the state as a whole is so behind on this though).
I think Charleston is nice to look at or visit, but I couldn't personally live there. Not a good fit at all.
Don't have a strong opinion on the other two.
I completely agree.
I visited Charleston and the historic part was fun, but it got dull quick after that. I would go with Pittsburgh.

I have only been to 2 of these cities.
Providence is a nice city very near Boston and the ocean. It is an underrated place because it is (was?) kinda rough around the edges.
I went to Sacramento once and it was 110 degrees and I had a ****ing miserable time, but I'm sure it's nicer than what I experienced and it is close to the bay area and to mountains.
I have heard great things about Pittsburgh and Charleston too.
Of these, I have only been to Sacramento, but speculatively I'd place these cities in this order:
1. Providence. It's liberal and New England-y and historic and underrated. Close to the beach too. I've heard it's pretty vibrant. Lots to offer there. Climate is alright. Close to Boston and New York City for any cultural events you'd want that weren't in Providence.
2. Charleston. Despite being in South Carolina, it seems to have a rich culture with lots going on. Very beautiful looking place, but I'd have some concerns about violent crime. Climate is alright.
3. Sacramento. Its people are great and diverse. It's California for better and for worse. It has a great climate, but its location in the Central Valley is terrible. Too much air pollution, traffic, flatness, and dustiness.
4. Pittsburgh. Underrated city, but it's still way too rough (even just looking at pictures of the slums) for me to feel totally comfortable and safe living there. The climate isn't that great either. Doesn't seem like there is much going on there. Beautiful location though.
I love Pittsburgh, but have to go with Charleston.
