Well, of course there are gay people, but is there a gay "scene" ?
Other than a few gay bars, are there specific neighborhoods where mature, educated professional gay people can socialize without worry?

Yes.
Lakewood has a larger scene as does Cleveland Heights.
A Flex bath house just opened here, too.

Clifton area of Cleveland I've heard is actually the larger gay area.

I'd say Clifton, parts of Ohio City, Tremont, and Lakewood have the highest populations.

I don't live in Cleveland, but my bf and I just left yesterday after visiting for a few days. We went through Lakewood a few times. We felt the area was an open door for anyone and everyone. We would've loved to have picked up all of Lakewood and brought it back down south with us!

Well, I think that pretty much sums up the answer to the question.

Traditionally Lakewood and Cleveland Heights have been the two big areas... they both have their own personality. I am more of a Cleveland Heights personality... (and my partner is more of a Lakewood personality: so now we live in Toledo?) It is great to see vigorous development in Ohio city and Tremont that was only just starting when I left Cleveland; I am a huge fan of the streets lined with Victorian houses in Ohio City.
