I've lived on the outerbanks for 15 years and trust me know one really cares anymore if your local or a tourist. Honestly the obx is more worried about taking care of tourist than locals anyway i lived in colington for three years. its a good place for older kids more teens than younger children. The obx is great place if you can afford to live here highly stress the word afford.
